Compare GW2 and other MMOs. It's surprising that the game is extremely cooperative due to the game's design. However the socialization isn't extremely... but not in the real sense.

However, it's not logical! The very fast and extremely sluggish combat does not encourage socializing during combat. Therefore, it's not instilled at the simplest level, which leads to slightly less desire to socialize in general that then extends to non-combat zones of play. Everything is designed for the open world cooperative experience, which is more robust than other MMOs.

I'm not sure if it's specific to the GCD, (at minimum, not when content of more than 60-70) however, i do agree to the general idea of increased social interaction when the game is slowing down, thats the main thing to consider classic wow as more social. A majority believe it's because there is no duty finder is available, however i disagree with that since I don't really see spamming chat with lfg as social,doe what did the game have that encouraged being social was the amount of down time and you can feel this in FF14 as well with Eureka which was very social because of the time you spent spawning the NM's and also with Prae with the cutscenes.
