It's a rumor, however, Jeff Gertsmann was the person who talked about it, and he is not a random. Granted, he is not super influential in the gambling scene, but he is very much a seasoned reporter and game reviewer, even if he isn't a journalist; he has a lot of connections. Not very long after the announcement of PSO2 for the west in 2012, alot of downsizing occurred for the western branches of SEGA, especially SEGA of America. For some time SEGA had to focus only on a few important franchises in the westand it was only after SEGA of America was merged to Atlus USA in 2015 that things began to get better.
There was no way they might have managed a huge online game such as PSO2 during those decades, and even following the merge, they had been occupied with not only localizing more matches from franchises they couldn't in the years earlier, but also they were busy with improving their localization procedure so the western releases could be closer to the JP releases. Even today in 2020 the recent SEGA of all America/Atlus USA would not have been able to handle the whole PSO2 job by themselves (as we can see by the partnership between SEGA and Microsoft with MS hosting both the servers and community along with support being outsourced to ESTSoft).
That game is composed as a loss to Sega.
